missing mmvcp70.dll file

My computer has slowed to a crawl lately. When I boot up I
get a message that reads: mmvcp70.dll was not found.
Reinstalling the appllication may fix the problem.

What program do I reinstall? XP or is it in another
program?

Any help would be appreciated. Thanks
