Missing items on my OS

I have Win XP Home, neither regedit or regedit32 will work on my computer.
Also when doing file share, "Simply File Share" does not show up in normal or
safe boot. I checked for malware and found nothing. All my updates are
current. Do I need to reload my OS?

And what happens when you run regedit? Any error messages? What does
"neither....will work on my computer" mean?
