Missing Icons on bootup

Cold booting Dell Optiplex GX 260's & 270 PC's, They
ocassionaly come up with just the background and no icons
or task bar. I've looked into the show desktop icons fix
and also the ctrl, Alt, Del fix. They seem to work but
not all the time. Is there a known fix for this
problem.

When you logon and you get no icons or taskbar how long does it take for
those items to finally appear? What kind of CDRom drive do you have on this
machine.
