Missing Help & Support & System Restore

Problem Description: Windows can not find help and
support. From my start menu, I get an error that reads:
*** WINDOWS CANNOT FIND 'HELPCTR.EXE'. MAKE SURE YOU
TYPED THE NAME CORRECTLY AND THEN TRY AGAIN. TO SEARCH
FOR A FILE, CLICK THE START BUTTON, AND THEN CLICK
SEARCH. ***
I tried to search, but it wasn't found.
From the control panel, under performance and
maintenance, I get the following error while trying to
access help and support:
*** WINDOWS CANNOT FIND
'HCP:SERVICES/SUBSITE?
NODE=UNMAPPED/CONTROL_PANEL&TOPIC=MS-ITS%3A%
25HELP_LOCATION%25%5CHS.CHM%3A%
3A/HS_CONTROL_PANEL.HTM&SELECT=UNMAPPED/CONTOL_PANEL/PERFO
RMANCE_AND_MAINTENANCE'. MAKE SURE YOU TYPED THE NAME
CORRECTLY AND THEN TRY AGAIN. TO SEARCH FOR A FILE, CLICK
THE START BUTTON, AND THEN CLICK SEARCH. ***
Again, search was unsuccessful.
I have tried doing a system restore, but nothing happens
when I click on it from any area, nor does it work via
command prompt.
Any and all advice is welcome and appreciated! Thanks

I think your gonna have to reinstall XP all over again. Thats probably the only solution right now. Let me know if you need any help. Keep me posted. Thanks!
