Help&Support fails

When I click Start>Help and Support, I get a message that
Windows cannot find 'helpctr.exe', yet when I search for
the file, I find it. I can access Help from toolbars, so
what's up?
 
Go to control panel---administrative tools---services and make sure help and
support is activated.
