missing hal.dll from system 32 file

Hi, I at preset can only operate my laptop from dos as the about file is
missing. My windows XP disk will not work either !!! I have tried coping the
hal.dll file from the cd to the system32 file which has worked but still get
the same problem. tried the expand command but that will not work in DOS.
Anyone please help
