missing hal.dll file during setup

after installing xp home edition iget the message "windows could not start
because file is missing or corrupt--- windows root\system32\hal.dll".I have
tried the sys c: remedy as found on microsoft support but it hasn't had any
effect .The system used to have ME installed.
please help.
