missing/ghosted Restore button win2000 professional

My computer was recently upgraded to Windows2000 Pro sp2
from NT. Now I don't have a Restore button on the far
upper right of programs. (it's there, but ghosted when I
right-click on active bar).

This is a two-monitor display, and it worked well under NT
sp4.

Any ideas?
