missing folder toolbars

When I view a folder, I have no menu bars, addressbar or
toolbars. Does anyone have a suggestion on how to fix this.
 
Close all open Windows explorer and Internet Explorer windows.

Start...Run...Regedit. Browse to the key:

HKEY_CURRENT_USER \ Software \ Microsoft \ Internet Explorer

Rename the "Toolbar" subkey to "Toolbar$".

Now open an explorer window and see if it is fixed.

If not, you should run the Windows CD setup to "upgrade" -- this will
restore missing settings and may fix the problem. You will need to
redo service packs and critical updates afterwards. (Before running
any kind of install like this make sure you have a backup of the
boot partition.) An in-place upgrade will not lose installed programs or
system settings.

If you've recently had a spyware/virus/malware attack, this may
have caused the problem or the efforts to recover from it may be
responsible.

What happens if you logon as a new user? (create a new account in 'Users and
Passwords').
