Missing Floppy Drive Folder

My A: drive folder is missing and the drive is
unavailable. I have replaced the drive with two others and
with each I still have no folder or function which makes
me suspect that the drive itself may not be the problem. I
have confirmed that the power and ribbon cables are
connected.

Any suggestions?

Is the A: drive enabled in the BIOS ??
 
Well if it is not seen in the BIOS then the Floppy disk controller will never do its thing. Get the Floppy recognized in the BIOS and it will come back.

Can you suggest a trouble shooting plan to get the Floppy
recognized in the BIOS? The "Add/Remove Hardware Wizard"
says the Standard Floppy Disc Controller is working
properly.

Check your BIOS Setup. That is a machine configuration. Has nothing to do with the Operating System. Your computer manual or the mfg should be able to tell you how to access the BIOS setup.
