Missing Files

When I go to open several programs (aftering pressing F5 restore
defaults) I get message
programfiles\commonfiles\system\oledb\oledb32.dll not found. Yet when
i do a search, the files appear to be there. What is wrong?

F5? Pulling it out of an OEM or third party restoration point? If so then
check with the vendor of said application?
