Good.

You need to now check and see if the file is in c:\windows\system32
where it needs to be and if it is missing, replace it.
Do you see it?

Here is your other post with slightly clarified instructions to try
first:

If that file is the only problem for you, it my be elsewhere on your
system. Assuming your boot drive is C, it should be here normally:

C:\windows\system32 <-- should be here

There may be a copy of the file here or here:

C:\windows\system32\dllcache <-- might be a copy here
C:\windows\servicepackfiles\i386 <-- might be a copy here

If you can find it, copy it into the c:\windows\system32 folder where
it belongs.

Try that and if not there, can you copy one from another system
(using a USB device or floppy) or you can expand one from your XP
installation CD.

We can help you do that if needed.

Laugh out loud at the free scan for problems sites - they will always
complain about something to lure you into buying their product. Why
this file is missing is another investigation, so I also suggest a
decent scan for malicious software that may have contributed to your
issue:

Download, install, update and do a full scan with these three free
malware detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/
AVG (AVG): http://free.avg.com/

Thanks again for these replies.

I can see that the file qutil.dll is in System 32\dllcache\
but confusingly with for example

Run > CMD
IPCONFIG /ALL

I get a mesage about file QUtil.dll missing, which seems to contradict that;
so I reckon it is either "not registered" or that file is corrupt.

Also I downloaded qutil.dll online, and saved it in a file I created,
but just pasting it into System 32\dllcache\
and restarting, produced no change in the above test.

So the position is that I have the DLL file but do not know a way to insert
it,
or replace the (possibly corrupt) one that appears to be there.

Did you copy the dll from dlcache per Jose instructions and rebooted your
machine?

What happen if you opened a run command and typed:
regsvr32 qutil.dll click [OK]

I think your machine compromised and the Trojan took control and preventing
you from performing certain tasks!

Be leery of advice from a SPAMMER. They have a different agenda than
their pretense of giving help. This one does know how to put his spam
in a signature (after a sigdash line) as evidenced by his first posts
but refuses to do so now because he is scared of newsreaders that strip
off signatures. He wants to ensure to shove his spam in your face.
