missing file download & save as dialog boxes when downloading

With Win Xp-Pro and Explorer6 with all updates installed. When on the internet, I try to download a file, the " File Download and Save As dialog Boxes" do not apear and it directly starts downloading the file without asking me where to download or under what name. Also sometimes those two dialog boxes apear before the downloading starts. Please email me at (e-mail address removed) I appreciate any help.

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".
