missing dllreg.exe & vxdmgr32.exe files

I'm trying to help a friend solve a bootup problem with
Win 2000. When it boots it pops up a window saying the
dllreg.exe file is missing. It will allow you to close
that window and get to the window behind it which says it
is also missing vxdmgr32.exe file. You can close that
window, and it will go ahead and boot up.

Computer came with Win 2000 already installed on HD.
Original program disk did not.
