missing dll

I ran Norton Utilities 2004 disk doctor. It found about 64 errors and it deleted some files. I had some trouble installing software and I emptied the recycle bin. The install went OK but I ran disk doctor again and I get the following message.....

\System Volume Information\_restore{CCA15F78-7193-4CA6-8115-2B570DD6546C}\RP45\A0004329.PIF
The icon C:\WINDOWS\SYSTEM\SHELL32.DLL cannot be used. The icon file might have been deleted or the .DLL might be corrupt.

It says it is unable to repair the problem. How can I reinstall the missing file>
