Missing desktop icons, and taskbar

I don't understand why my desktop icons won't appear, and there's no task bar
showing either. I want to do a system restore but I can not see my start menu
or task bar. Can anyone help?

Press [Ctrl-Alt-Del] to open Task manager
Click File > New
Type the following line and click OK:
%windir%\system32\restore\rstrui.exe
