Missing Comdlg32.ocx error

That file is for old Visual Basic apps, and isn't present in XP and
apparently Vista.

Sure it is in XP
C:\WINDOWS\system32
version 6.0.2900.5512

and Vista:
C:\WINDOWS\system32
version 6.0.6001.18000
