Missing borders when paste table

When I cut and paste a table from Excel into Frontpage
and then adjust the border size to be 1 or more units the
border does not surround those cells that have no entry.

I can correct this by adding an entry to the cell, for
example '-' and then the border is displayed around that
cell.

Surely this is wrong?

All cells must have content in order to display borders, Either insert a transparent GIF image or
two spaces.
