misplaced .ini file

When I deleted some files from My Pictures, a window warned me that I was
about to delete a system file. So I opened My Pictures and the Desktop.ini
file is in there.

Just prior to this I had DLed and installed UpShot (photo editor) was having
problems (still am) getting it to exhibit thumbnails, which is why I tried
deleting some.

How did Desktop.ini get there and what do I do about it?
