Minimun Password Age

What is Minimun Password Age? It resets when I change
maximum Password age? Is Minimun password age needed
it? Is this what triggers a message to users telling
them that the password will expire?

If you want to prevent users from keeping the same password you move the
minimum password age to multiple days. What this does is prevent users from
changing there passwords right away. It kind of works with how many
passwords to remember, you can keep changing it until you go right back to
where you started. So a smart user could right a script that would allow
you him to always keep the same password.

Also, and this might be overkill for you, but you can prevent users from
changing their password until prompted by the system. Check out this MSKB
