Migrating Toolbars - How to Stack Them Again?

I'm not a newbie -- have been using browsers for a dozen
years, but I somehow today managed to move my toolbars
onto a single line, and they simply will not allow
themselves be dragged back down and stacked the way they
were. I've right-licked, used Customize, used Toolbars,
etc., and there's nothing here to help me drag the things
back down where they belong.

Any help appreciated.

Did you uncheck "Lock the Toolbars"? It is in View > Toolbars
