migrating contacts from outlook via web services

I need to find a possibility to import/expor data to/from outlook
express via web services. Later user could be able to synchronize
Outlook with PDA.

What do i need to solve this problem? Can I solve this problem using
VisualBasic? Perhaps using other programming languages?

Is there other tools "speeking" web services, which can send and
receive data from PDA?

Because don't have much expierence with Visual Basic - what should I
looking for? And where?

In your subject you say "Outlook", but above you say "Outlook Express".
They're not the same thing. Which do you mean?
