Migrate TS Licensing to new DC

We have recently added a second DC to our network and
configured it as Operations Master. We want to take the
old DC, which is the current TS Licensing Server, down for
a scrub and rebuild to be brought back as secondary DC.
Search as we may, we cannot find a Q article that
describes how to move TS Licensing from one DC to another.
Anyone have any clues for us? Even the Q number would be
very helpful.

The basic steps are:

* install the TS Licensing service on your new DC.
* De-activate the old LS
* Activate your new LS
* Phone the Clearinghouse and get your licenses re-issued.
* Install the re-issued licenses
* Verify that the TS finds the LS
* If the TS does not find the new LS because you hardcoded the
address of the old LS into the registry, remove the registry entry
