Microsoft XML Parser Setup Wizard ended prematurely

I'm trying to run the msxml3.msi on my machine and it gives me an error of
"Microsoft XML Parser Setup Wizard ended prematurely" every time I try to run
it. I have administrative privilages on the pc. I need to install this so
that I can finish installing Symantecs SAVCE 10 client on this machine. In a
help document it says that I need "msxlmx.inf" in the folder
"<drive>:\Program Files\Common Files\Microsoft Shared\SFPCA Cache\" and it is
not there. That is why I need to run the msxml3.msi.
