You don't need any special tool to reinstall XP so disregard any tools on
the CD you bought. Did you get a restore or Windows CD with your computer
when you bought it? If so, use that CD to reinstall Windows.

How you re-install Windows XP depends a lot on what brand computer you have.
The CD you bought on Ebay won't help you. That was just $$ down the drain.

Did you get a set of Restore Disks with your computer when you bought it?
Was your computer custom built and did you get a set of Windows XP and Driver disks when you bought
it?
Have you read the owners manual (or gone to the manufacturers web site for help) on factory restore?

HP, Compaq, Sony and many other "Big Name" brands have a partition on the hard drive that contains
the factory restore files. HP, Compaq and Sony also asked you to make a set of Restore Disks soon
after you first started using the computer. (Did you take their advice?) Dell and Gateway normally
provide you with a Windows XP disk and Driver disks to do a factory restore. (A better option, but
requires a little more technical expertise.

Now tell us more about what computer you have and some one will give you the help you want.
However, I suspect you would be better off taking the computer to a reputable tech. (Not BEST BUY or
any of the other BIG BOX stores) and have the restoration done. Your computer knowledge seems a
little short.
