Microsoft VM missing

I have a client who is missing the Microsoft VM in his IE6
and needs it to run an application called e voucher to
claim expenses does anyone know how to regain this Virtual
machine as it needs the JIT compiler to run and be active.
 
The settings can be found in this menu.
Tools/Internet Options/Security/Custom Level...

If this is a new computer with XP then the VM will have to be installed.
