No, not necessarily. The installer is usually totally separate from the
application, and an install routine may run perfectly while the application
itself craters.
On the other hand, the installer may not check properly for the OS version
(particulary if it's an older version and it does a "later than" OS check),
and consequently doesn't halt for not-known-at-the-time compatibility
problems.
If you're having problems with an Autocad app, the first place you should
check is with Autocad support; you're paying enough for that. And
compatibility is the first item to check, with both your OS version and your
hardware and drivers.

Otherwise, it's hard to tell what is happening without any idea of what
Autocad product you're trying to use.
