Microsoft Update problem - Error code 0x80246002

I am in the process of formatting a machine and putting Windows XP home on.
The machine appears to be working correctly apart from a number of problems
with Internet Explorer which include:

i) a small number of updates will not install, namely; Microsoft .NET
framework 3.0: x86 (KB928416), Windows Internet Explorer 7.0 for Windows XP,
Windows Media Player 11, Microsoft .NET Framework 2.0: x86 (KB829019),
Microsoft .NET Framework 1.1 Service Pack 1. All give the error
"Installation failure - Error code: 0x80246002".

ii) I've also noticed that the Google Toolbar doesn;t install when it should.

The machine uses an AMD Athlon 64 X2 4200+ processor in an Asus A8N32-SLI
Deluxe motherboard with dual Nvidia GeForce 7800GT video cards SLI enabled.

The machine was newly reformatted as it would not boot up and had a number
of other issues. I have used a full OEM licensed copy of XP Home with SP2 to
do the installation.

Any help on the problems iwht Microsoft Update appreciated. I have tried to
get these updates a number of times, including downloading IE7 and another
via Microsoft Downloads, with similar results.
