Microsoft thinks I am in canada not USA

Problem Description: Bought new upgrade software at Staples. Stange message
when asked to install internet explorer 7.0. the down load software thinks I
am in Quebec, Canada. I am in Stockton, California. Details: I upgaded my
Compaq Presario, model 7360 with Window 98, second edition to Microsoft
Windows XP home Edition. After I used the internet activation procedure, the
Window Update download three program but I decline Internet Explorer because
It said that I was in Quebec Canada. Is this a problem? What is the fix?

Check your "Region and Language Options" in Control Panel.
Likely out of wack.
