How do I create a contacts .csv file and import or export that contacts file
to my Web Mail contacts folder ?
 
Check with your web mail provider to see if/what they support for importing.

After furious head scratching, jrebo asked:

And to create the CSV file (after you verify your web mail client can use it):
open the contacts module
click File \ Import and Export
choose export to a file \ next
choose Comma Seperated Values (Dos or windows) and next \ finish the wizard.
