microsoft outlook can't provide form scripting support

I've a problem with Office xp on our Metaframe XP 1.0 FR3 servers.
When I start a form with scripts within outlook I get the following
error:

microsoft outlook can't provide form scripting support. this feature
is not currently installed. would you like to install it now?

Does anybody know a solution. Office is installed through a package on
our servers. I created the package with the default proplus.msi file
and left everything default.

I already copied the file Outlvbs.dll. The forms are working fine
after I give the OK to install this feature. But when I lose it and
start it again I get the same error.

The best approach is to update your custom Office installation package to
include the option for Visual Basic Scripting Support in Outlook.
