The mouse cuts in and out all the time. How do I stop

Hi Marion - 1) Replace the batteries. 2) Try using a different mouse pad.
Opticals can be very sensitive to the mouse pad surface. I've had
considerable success using relatively hard surfaced but smooth, darker,
irregularly patterned place mats as mouse pads for my opticals. (They also
provide a larger area, which I happen to like.)
