If I buy a new PC that has Vista as the OS, can I also install and use
Microsoft Office XP Professional and Front Page? Thanks!

Yes. You can dual-boot (although there are issues with System Restore
unless you use a third-party boot manager) or you can use virtualization
such as Virtual PC 2007. Of course you will need an unused copy of XP
and a copy of FrontPage.

Office XP works without mod in Vista. I have not tried Front Page. The
answer below is worthless.

rather not have to buy the FP upgrade for Vista.

Yes. They work under Windows Vista.

Sorry, I misread your post. Since there is no "Microsoft Office XP Pro"
and since you posted in the newsgroup for general questions about the XP
operating system, I read it as "Microsoft XP Pro" and didn't realize
that you weren't asking about dual-booting the XP operating system with
Vista but wanted to know if Microsoft Office XP (2002) would work on
Vista. It does work, but Outlook doesn't retain passwords.

There was, actually, a Microsoft Office XP Professional; it's what I
used between Office 2K Pro and Office 2003 Pro. If you look at the
Office XP system requirements, you'll see that the two Professional
editions required more hard drive space:
