Microsoft Office is synchronizing Folders - what does this mean?

I get frequent Microsoft Office is synchronizing Folders when I am in my
Outlook 2007.

What does this mean, and can/should I stop this from happening? It
significantly slows down my access to Outlook when it is running.

I have one laptop, and it is only on my wi-fi network.
