Microsoft.Net Framework error

I have an Athlon64 3200 with Radeon 9800 Pro Graphics
card with Windows XP Home.

Last night, I downloaded XP SP2. After installing, it
Windows crashed except in Safe Mode. After some
discussion with MS Windows XP SP2 Tech Support, they had
me uninstall XP SP2. Everything seemed back to normal
except that video/codec playback seemed blurrier/more
pixilated than it had previously been (which had been
very clear). I had not updated drivers for the Radeon
9800 Pro card since I purchased my computer last October.
So, I thought I would try the newest drivers, Catalyst
4.9. I downloaded them from the ATI website and installed
them. After reboot, I got the following message upon
going to the desktop:

C:\WINDOWS\Microsoft.Net\Framework\v1.14322\mscorwks.dll
could not be loaded

I also get this message when I try to launch the Catalyst
Control Center, which will not launch.

Suggestions for solving this problem are much
appreciated. Any suggestions on the video playback would
also be appreciated.
