Well, it could the tool did find some spyware and cleaned it, resulting in
damaging the Winsock for your connection.
What Protection software are you running at present, like anti-virus,
anti-malware, firewall..etc...?.

MS first started downloading this tool over a year ago. Are you just now
noticing it?

It runs once during the update.

I'm running McAfee anti virus and firewall, the problem has become a bit of a
mess,i was at first able to restore to an earlier date so that i got my
internet connection back but my PC then went through the process of
automatically downloading and installing the same update agin, and
automatically restarting itself to the point that i could'nt restore again. I
eventally had to uninstall my BT broadband software and reinstall it,hence
i've been able to respond to your reply.
I'm still not sure that what i've been able to do has corrected my problem.

Okay, try these steps and see if that will help:
1.... First, Go to Security Center of McAfee and click on the download and
select to be "notified (me) with the updates but don't download" Open
windows explorer and locate these paths:
C:\Windows\SoftwareDistribution = Delete all Folders in the Right
Pane/Window (like download,updates..etc.)
Then this path:
C:\Windows\Temp\Temporary InternetFiles\IE.5Content = Delete all here.

2... Secondly, try to clean up your caches, Internet files and delete cookies
by doing this:
Click Start >> Control Panel >> Double click Network and Internet
Connections >> Double click Internet Options.
On the IE properties windows you will see these Taps:
General | Security | Privacy | Content | Connections | Programs |
Advanced
Under General Tab clear your History, Internet Files and Cookies.
Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
For Malwares download both these software:
http://www.lavasoft.com/products/ad-aware_se_personal.php
http://www.safer-networking.org ; for Spybot S&D

3-... Then Open Windows Update Website and select Custom Option instead of
the Express and uncheck the downloads you don't want and check the check box
for don't show this updates again by expanding the [+] Plus sign beside the
update and install any updates you want or uncheck them all if you already
have them installed.

The MSRT is not installed as an update. It is downloaded and run once. All
it does is scan for malware. If something is detected and removed it will
indicate this. If for some reason it's causing you a problem after the
system is restored then don't rerun that particular one. It is issued new
each month. Why it's causing a problem I don't know. Are you sure there
aren't some other updates being applied as well. One of those could be the
culprit. Or it could have removed some malware as Nass suggested.
