Microsoft Frontpage 97

I'm sure it will work in Windows Millennium; not so sure about XP, but the
best way to find out is to try it out in both systems
 
FP97 is unlikely to work in either system. It is not compatible with
Windows XP, and if I remember correctly (from 9 years ago), requires a
webserver to operate. Windows ME, like Windows XP Home, does not
support a web server and extensions.
