Microsoft Access can't start a Microsoft Jet database session

Access97, WindowsXP Professional SP2.
This is a new error I get when I try to create a replica from a master. It
doesn't matter if I try it across our LAN or just from my computer. I've
tried compacting, I've tried backup copies of the master. I've tried making
existing replicas a master but still the same error. I'm suspecting this
happened after our operating systems were upgraded with the new service
release and has something to do with security?
I appreciate your time and interest,

If you suspect a security/permissions problem try logging in with local
admin rights, or have a network admin do it. If it is related to the
security release, the problem will go away. Then you can have fun with the
admin trying to get the proper permissions to make everything work.
