Microsoft Access 2003 - Creates all new databases in 2000 format

In my access 2003 if i do anything eg create new database, open old one etc
it crashes.

I noticed if i create a new database (takes a couple of seconds before
crashing) it says the database is in 2000 format!! So i went to tool -
convert database and converted the saved database from 2000 to 2003 and now
it opens!!

I have the full version of access - it is not an upgrade.

How do I make access open / create all databases in 2003 format? It used to
work.
