Microphone Echo

In Windows 98 there was a way to add ECHO/REVERB to the microphone at all times. That feature seems to be removed in Windows XP. Is there anyway to turn that feature back on? Note: I'm not referring to adding echo AFTER recording (i.e. in sound recorder), but rather adding ECHO whenever you speak into your microphone.
 
Open Sound Recorder and click the Effects tab, Add Echo is listed in XP.
