Microphone constantly outputting to speakers -- even during startu

They're both built in, and I cant find any program that causes it or
something to solve it except muting microphone, which means I can't use it.
Also, it only responds to loud sounds, loudly. I can't input correctly to any
program, it's too quiet. All the volume settings are fine.
 
It sounds like you're muting microphone in Recording, when it needs to be muted in
Playback instead.

Double-click the Volume icon next to the clock in the Notification area of the
taskbar.

Click the Options menu> Properties.
Select "Adjust Volume for Playback", check the box for Microphone, and click OK.
Back in the Master Volume controls, check the box for "Mute", under Mic.

Again, click the Options menu> Properties.
Select "Adjust Volume for Recording", check the box for Microphone, and click OK.
Back in Recording Controls, make sure the box is checked for "Select" under Mic, and
adjust the volume slider up if needed.
Under the Recording volume slider, make sure "Mute All" is NOT checked.
 
Thanks, but the volume is fine -- the main problem is the microphone is
ALWAYS outputting to speakers, even when the computer is not logged on and in
start up. They are both internal.
 
So, in Volume Control> Options menu> Properties, when you Select "Adjust Volume for
PLAYBACK" and check the box for Microphone, in the Master Volume controls, you
already have a check in the box for "Mute", under Mic? Is that what you are
stating?
