Metric units in MS Word

Can MS Word work consistently in millimetres? When I set margins, tabs, and
column spacing to 10 mm MS Word changes them to 12.7 mm seemingly at random.
 
Of course it can - but if you wish margin etc settings to be universally
available you must set them in the template.
