Messages will not send stuck in Outbox - suggested fixes will not

I have a problem with my wife's email where messages just will not send. They
get stuck in her Outbox with no error report and they just will not go. I
have tried all the suggestions in this newsgroup and absolutely nothing
works. I have tried:

1. Switching off all the COM add-ins
2. Moiving the messages into Drafts and resending them countless times
3. Completely uninstalling my antivirus
4. Deleting and creating a new profile
5. Changing SMTP servers
6. Changing from POP to fully connected Exchange
7. Completely uninstalling and reinstalling Outlook

All to no avail, the messages still will not send. About the only clue I
have is that for some reason when I move these messages to drafts and open
them they all have a "delivery delayed" flag that I try to switch off but it
alwasy returns. I do not kn ow where this flag can be coming from.

Outlook 2007 on Vista Ultimate 64-bit

I recently discovered the same problem. Only I have Outlook 2003 and XP. Plus
I cannot retreive email from the ISP server either. It seems to have
something to do with which type of user account it is. When I change the
particular user account from Limited to Administrator, everything works! I
tried most of the things you listed also. I can't fgure it out either.

Do you use a firewall or antivirus that scans email? if it doesn't work for
limited user accounts its a permission problem of some sort.

Diane,

I tried disabling all firewall and antivirus programs and still nothing. Do
you know which permissions I have to change? Is it a particular folder or
file?

Peter,

Most of those methods seem to suggest a problem with "deleting" the messages
in the Outbox. A problem which I do not have. I can delete the messages. I
did try them to see if they would fix my problem, to no avail.
