Message stays in Outbox

I am using Outlook 2003 with Windows XP, service pack 2 on a dial up
connection.

I have several problems related to messages not leaving the Outbox.

If my Outbox is empty and I attempt to send a message, the message is not
sent. It is listed in the Outbox with the “Not Sent†icon. Even if I open
it and click the Send icon again, it is still not sent and continues to be
displayed in the Outbox with the “Not Sent†icon.

If I keep 1 message in the Outbox with the “Not Sent†icon displayed, other
ordinary new messages I create are sent.

If I attempt to reply to messages, they appear in the Outbox with the “Not
Sent†icon, irrespective of whether the Outbox has any other message in it.

If I open a message in the Outbox which is displaying the “Sent†icon it
will not subsequently be sent, even if I click the Send icon and do not just
close it. Once I have opened it, the message displays the “Not Sent†icon in
the Outbox list and does not get sent.

I receive incoming messages.

This is driving me mad – if anyone can help I will be very grateful.

Go to Tools -> Options, Mail Setup tab, is "Send immediately when
connected" checked? If not, did you set it up so that Outlook will try
to send mails out every X minutes?

NO, this is not the solution we are after. Some of us do not want to send
immediately. My other computer doesn't have that checked an Outlook and the
outbox work fine. We want to be able to send when we click send but we don't
want the email change to the "not sent" stauts if it is highlighted. Other
computers have this working fine and no one seems to know what the problem
is. Someone said earlier it was NIS and Norton AV but I turned all those off.

Thank you for your reply - but this only works if I am connected already
before I create and send the email which, with dial up I don't want to have
to do. Like Tony, another poster, I want to be able to send the email when I
connect and not have it loose its send status. I used to be able to do this.
I do have Norton Internet Security 2005 and Antivirus loaded.

I would appreciate hearing any other solutions.

So you have X mails in the Outbox folder, and when you press
Send/Receive, it does not send?

Press Ctrl + Alt + S to get to Send/Receive Groups window, adjust the
options and make sure that account options have "Send mail items" turned
on. Are you using POP, IMAP, or Exchange profiles? If it's POP or
IMAP, have you double checked that you have entered the correct outgoing
mail server address?

It has been a long time that I was actually using dial-up service. So I
never try to work with Dial-up options in Outlook. But I suspect the
problem is with both how you setup Dial-up options in Outlook and
Internet Explorer /or Norton.

If you go to Outlook, Tools, Options, Mail Setup, is "Automatically dial
during a background Send/Receive" option checked? Can you also disable
Norton SPAM checking and AntiVirus for Outlook for now? The problem may
also caused by Norton software for setting up a mail proxy that doesn't
know how to deal with Dial-up on-demand service.
