Message rule to not download from sever doesn't work

I have set a rule to not download any email with an
attachment from eth ISP server. Outlook ignores this
rule and downloads emails with attachments anyway. Why?

I also made a rule to delete email with attachments form
the ISP server. This rule is ignored also.

The only rule that I tried tha works with amails with
attachments is to have them automatically go to the
delete folder.

Why don't the "don't download form server" and "delete
from server" rules work with emails with attachments???

I have never seem a "don't download from server" action on rules in Outlook.
To the best of my knowledge, it doesn't exist. What version of Outlook are
you using and where are you finding that option?

Its Outlook Express 6.00
