Message Received Since Installing XP SP2

Does anyone know what the below messages mean. I receive the messages when trying to connect to my e-mail via Outlook Express or Outlook, respectively. When I first bring up my machine, the POP3 interface works fine. Then, in the middle of the day, I start receiving the below messages indicating that it cannot connect - - and I can no longer access e-mail. If I reboot my system, all is okay again - - for a while.

The connection to the server has failed. Account: 'pop-server.tampabay.rr.com', Server: 'pop-server.tampabay.rr.com', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10061, Error Number: 0x800CCC0E.

Task "pop3-server.tampabay.rr.com, Sending and Receiving" reported error (0x800420108): Outlook is unable to connect to your incoming POP3 e-mail server.
