I have three messages that will not send. I have sent messages to these
people before. Now they seem to be blocking all other emails trying to be
sent. I have moved two of them to drafts but the third one is just stuck. I
can't even delete it. I am using Outlook 2003. Can anyone help get this
sent out, or even a way to delete it?

If you use more then one account to send email and the accounts have different outgoing smtp servers, if you use the wrong one to send it will get caught in your outbox. I'm not sure if this is your problem, but if so you may be able to fix this way:

1) Open your outbox
2) Wait for your auto send/recieve to generate the error msg that it can not complete.
3) Close error msg window and double click the email that failed to send. Once opened you should be able to change the account that it is being sent by.

Timing is key as once outlook has begun to process the email you will not be able to open it.

Thanks, that helped me get rid of the messages that were there, but any
message that I send are still getting "stuck". I have tried making a new PST
file and transferring e-mail account settings to it but the same thing
happens.

Turn on diagnostic logging to see what's happening between Outlook and the
mail server. http://support.microsoft.com/kb/300479/en-us
