Message after shutdown

The message I see after shutting-down is "closing network connections". How
can one turn-off networking completely?

Note that most of the "services" are already disabled.
 
In Network Connections, right-click each item and Disable.

You sure you want to disable all networking? Gonna make getting to the
internet difficult.
