I'm new to FontPage but would like to design a horizontal menu (navigation
bar?) on the top of the page similar to the one on
http://www.washingtonpost.com/ where rolling over "News" shows subtopics and
allows you to click on one. I'm fairly new to HTML coding and the source
code is a bit overhelming. Would it be something I could do by creating a
layout table for the menu that would be displayed at all times and using
layers for the subtopics along with behaviors?

OT - Have you checked

needs attention.
And with JavaScript disabled there is no navigation. Some statistics
claim about 10% of users have JavaScript disabled - see
