How can you get a menu on every page without having to edit every page to
add new links?

Thats the menu I have on my picture pages and it's a pain to have to change
all the pages to add a link.

Your using FrontPage 2002.
Go to >Insert (use the expand arrow if you don't see
Insert) >Web Component > Include Content >Page

Make a navigation page. And just include it on each page.
